Bitkom already published a detailed position paper on its members’ view on PSD3 and PSR in August 2023: in this position paper we clearly underpinned our general positive assessment of PSD2 and its beneficial impact on increasing competition in the European payments ecosystem. In the light of the current debates within the council and the European Parliament, we wanted to revisit our existing initial position and propose concrete amendments regarding the EU Commission’s proposal of PSD3 as well as PSR.
