Leveraging Trust Services (electronic signatures, seals, timestamps, delivery services, and authentication certificates), businesses, administrations, and individuals within the European Union can digitally exchange information on a unified legal basis that is transparent to independent parties. The eIDAS Regulation opens up new application possibilities within and between all EU member states, spanning various aspects of life. Cross-border contracts can now be securely concluded in electronic form. Patient data and medical communications, such as medical reports, can be digitally protected on a standardized basis across Europe. Public registers like commercial registers and land registers now have the option for legally valid digital disclosure. Public administration can communicate authoritatively across national boundaries.
The potential of these new tools and standardization for digital transformation is immense and should be swiftly integrated into both the economy and administration. The implementation of trust services should therefore be accompanied and promoted by corresponding national conditions. With this White Paper, Bitkom aims to draw attention to the significance and relevance of electronic trust services, ensuring they are strategically supported by appropriate measures. As the first part of the strategy, this White Paper focuses on the short-term goals and potentials of the eIDAS Regulation.
