The "New Legislative Framework" (NLF), established and proven as a significant milestone in EU product legislation since its introduction in 2008, is currently under discussion for potential revision. Bitkom sees no urgent need for a revision of the NLF. In the event that the European Commission deems a revision as absolutely necessary, we have identified three essential elements of the NLF:
Core Principles:
The existing core principles related to "placing on the market," setting requirements, and conformity assessment should be retained.
Definitions in Various Harmonization Acts:
The NLF could be strengthened by clearly defining and consistently using all legal terms.
Digital Opportunities of the NLF:
The digitization of user manuals offers ecological and practical advantages, with the decision on provision left to manufacturers. The digital product passport has the potential to replace printed documents.
